Job Summary:
The Office of Policy and Planning in the New York City Department of Health and Mental Hygiene (DOHMH) seeks a Program Analyst to perform various operational, programmatic, policy and economic analyses that will aid DOHMH in decision making. The analyst will support the general quantitative needs of the Office of Policy and Planning, conducting independent analysis and working closely with other staff members in a collaborative environment to answer complex research questions and to present results in a cogent and concise manner.

DOHMH is a recognized leader and innovator in public health and mental hygiene services nationally and internationally. The Bureau of Policy and Planning is part of DOHMH’s Division of Finance and Planning, which has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization, and technical assistance. Policy and Planning works with programs throughout the Department to ensure that they have the information, analysis, funding and technical capacity to deliver critical services effectively. Opportunities for advancement exist within the Office, the Division and throughout the Department.

Responsibilities will include:
– Formulate research questions and design projects to evaluate existing DOHMH programs and administrative practices, and assist in the development of new programs and practices.

– Prepare, manage and analyze large and complex datasets using statistical packages, such as SPSS/SAS/STATA.

– Conduct analyses in support of program needs and goals.

– Work within DOHMH and with other agencies to obtain and update relevant data.

– Produce reports and presentations.

Preferred Skills:
The selected candidate should have: strong experience with statistical packages, such as SPSS/SAS/STATA; ability to make effective verbal and written presentation of analytical results; ability to work with Microsoft Word and Excel; and a demonstrated ability to work collaboratively with peers and senior staff.

Experience Required:
1. A Master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and one (1) year of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management, or in a related area, or

2. A Baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in (1) above.
