Job Description:
The Department of Natural Resources, Division of Oil and Gas is recruiting for a full-time permanent Petroleum Economist II position. This position is located in the Division’s offices on the 11th floor of the Atwood Building in Anchorage. This position provides professional level support in the Commercial Section within the Division of Oil and Gas.
The Petroleum Economist supports the Division of Oil and Gas’ Commercial Section in its efforts to protect and enhance the State’s oil and gas royalty interests. This position functions both in a support role for the Section’s Commercial Analysts and as an independent project lead. The ideal candidate displays drive, curiosity and a critical intellect. A significant degree of independence and initiative is required, as is the ability to collaboratively work in an interdisciplinary setting.
The Petroleum Economist will build and run economic models, create and maintain databases, assist in the analysis of various economic questions, and perform independent research. The incumbent will draft Preliminary and Final Best Interest Findings concerning royalty sales and royalty modification, and will be responsible for collecting and reviewing public and agency comment. After sufficient orientation and training the Petroleum Economist will either assist or take the lead on modeling appropriate transportation charges, economic risk value of known or potential hydrocarbon resources, the effectiveness of various State incentives on hydrocarbon production, and understanding and proposing responses to the changing Cook Inlet natural gas market. They will prepare management reports pertaining to a wide array of subjects, including royalty value, net profit shares, leasing, facility access, unitization, and the marketing of royalty oil and gas. The Petroleum Economist may respond to information requests from lessees, licensees, industry, government agencies, and the public regarding all of these programs/functions. The position may assist in developing presentation materials for Commercial Analysts.

Minimum Qualifications:
Bachelor’s degree or the equivalent from an accredited college with major course emphasis in economics, accounting, public or business administration, petroleum engineering, industrial engineering, or a closely related field.
AND
Three years of journey level professional experience in the collection, analysis and interpretation of energy related economic data. This experience may be in industry, in educational or nonprofit institutions, or government.
Substitution: Appropriate graduate study may be substituted for the required experience on a year-for-year basis, not exceeding two years.
