Job Description:
The Department of Transportation and Public Facilities, Northern Region Right of Way section is looking for a motivated individual to fill our Right-of-Way Agent IV position.
This position is the working supervisor of a professional staff involved in the acquisition of land and other property interests for airports, highways and other public facilities and the relocation of residents and businesses. This position will be responsible for scheduling, assignment, training, oversight of the day to day activities, quality control and ensuring conformance with the requirements of the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act), associated regulations in 49 CFR part 24, State law and Department policies.
Desirable Qualifications
* Broad knowledge and experience in real property law, documents and transactions.
* Direct experience as an acquisition/relocation agent on projects requiring compliance with the “Uniform Act” and its regulations.
* Experience in the development of Relocation Studies, schedules, cost estimating, provision of relocation advisory services, preparation of moving specifications, replacement housing computations, and policy interpretation.
* Negotiations experience in the partial acquisition of commercial real estate with the potential for complex damages to the remainder.
* Ability to represent the Department at project open houses and before local government planning and zoning hearings.
* Knowledge and experience in the areas of appraisal and property management.
* Experience organizing and directing the activities of professional level staff.
* Experience working with people in hostile or adversarial circumstances.
* Experience coordinating and maintaining cooperative relationships with other agencies and local governments.
* Experience interpreting data from maps, plans, plats and other survey data.
* Knowledge and experience in the design and/or construction of publicity funded capital projects.
