Sr. Subcontracts Administrator – IPV Program

Location: Alexandria, VA or Huntsville, AL or Columbus, OH

Project Overview

The Industrial Product Support Vendor Program (“IPV”) is for direct support of production/maintenance lines at Tobyhanna, Scranton, PA Army Depot and for world wide demand customers. The purpose of this contract is for the purchase of bin items, bench stock, consumable spare parts, and replenishment parts and industrial hardware for specified Army depots and/or maintenance facilities within the Continental United States (CONUS) and items designated for worldwide demand. The scope of this program includes Demand Forecasting, Supply Replenishment, Bin Management, Procurement, Item Management, Warehouse, Distribution and Transportation, Supplier Management, Technical Support for Obsolescence Management, and Dedicated Program Customer Service. The goals of this program are vendor management of supplies, improved readiness to the warfighters, provide greater visibility to customer demand at the bin level, provide worldwide support, reduce customer/DLA inventory and infrastructure costs, and improve supply chain performance & visibility.

Position Summary

Candidate has complete understanding and application of procurement principles, theories, concepts, and industry practices and standards. Performs work of complex scope. Works under general direction, participates in setting assignment objectives; plans own task schedule to satisfy objectives; work is reviewed for adequacy on completion. Provides principal support to the project management team in the effective administration of contracts between the company and suppliers of goods and services.

Key Result Areas (Responsibilities)

§ Creates solicitations and acquisition aspects of new business proposals. Independently performs supplier evaluations and selections of high risk and complexity.

§ Analyzes and estimates costs and price utilizing cost/price analysis, period of performance, contractual terms, conditions, and provisions.

§ Develops, negotiates and administers subcontracts of moderate to high dollar value risk, and complexity.

§ Interacts and negotiates with supplier and customer counterparts and management.

§ Assists in development of strategies to accomplish program objectives which may include cost/benefit analysis, risk assessment and other decision analysis techniques.

§ Makes commitments/executes moderate to high dollar value orders.

§ Continually monitors and evaluates supplier performance to ensure compliance and implement appropriate action as required.

§ Monitors industry to maintain awareness of current/future trends and leading edge practices.

§ Most decisions cover both routine and non-routine matters which do not require review by more senior procurement staff.

§ May mentor or supervise other Buyer/Subcontract Administrator personnel.

§ These tasks are performed consistent with client requirements and company procurement policies/practices. Maintains working knowledge of company practices and policies and governing customer acquisition requirements.

§ Position requires day-to-day interface with Agility senior program management and staff as well as senior management of suppliers, team members and subcontractors. The ability to work independently with minimal oversight and maintain a high level of customer satisfaction while managing multiple high-level priorities is essential.

§ Prepares an analysis of the subcontract or purchase order general terms and conditions to highlight areas of potential risk such as ambiguities, omissions, and conflict

§ As work proceeds, assists Project Management in mitigating those risks that arise; closely monitors and supports remedial actions as necessary.

§ Administers activities associated with contracts for services, purchase of equipment, materials, or products.

§ Provides subcontract and purchase order acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.

§ Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.

§ Prepares bid requests, processes specifications, progress, and other reports, advises management and project personnel of contractual rights and obligations. Implements contract modifications, data management and coordination with subcontractors.

§ Reviews subcontractor bids for conformity to contract requirements. Maintains all procurement files in accordance with Company requirements.

Communication and Working Relationships

§ Strong verbal and written communication skills required to influence, read, write, interpret and explain technical and/or complex information.

§ Must be able to evaluate contractual issues/problems and to develop alternative solutions.

§ This position will report functionally to the Sr. Procurement Manager for Agility USA/Asia/Pacific Region and will operationally provide support to the IPV Program Manager.

Framework, Boundaries, Decision Making Authority and Responsibility

Employee has latitude to make moderate adjustments commensurate with area of responsibility.

Mandatory Knowledge, Skills and Experience

§ Knowledge of basic business principles such as purchasing, materials logistics, business and contracts law, finance and accounting.

§ Experience with industrial hardware/electronics parts buying.

§ An appreciation for risk identification and risk mitigation is critical.

§ Requires bachelor’s degree (preferably in Business Administration or related field) or equivalent related experience. Position typically requires 8-12 years of related work experience.

§ Must have detailed knowledge and application of price/cost analysis and cost principles and effective negotiation skills.

§ Possess and apply a detailed knowledge of subcontract concepts, practices, and procedures in a government contractor environment. Knowledge of FAR Part 44 requirements and CPSR experience is highly desirable.

§ Proficient in word processing, electronic spreadsheet, analysis techniques and workstation tools.

§ Moderately complex choices of action which require a full understanding of basic fundamentals, guidelines and systems.

§ Knowledge of basic business principles and analysis techniques such as price volume matrix, quote analysis, spreadsheet analysis, business scenarios, etc.
