Description
The incumbent develops training plans, courses; supervises and conducts in processing of new employees and training of employees at a detention center training facility by assessing training needs, designing and developing course content, writing lesson plans, and syllabus including outlines, handouts and PowerPoint presentations: implementing delivery of training and evaluating training effectiveness. Incumbent will also be responsible for developing and implementing firearms training and for developing firearms procedures for the Doyon-Akal JV Officers. Incumbent must pass a medical examination, criminal background check, credit check and drug tests.
We are looking for applicants that meet all of the licensing requirements documented in the qualificatsions.
ESSENTIAL FUNCTIONS
* Conduct all instruction and testing of contract personnel. Training delivered by the incumbent will be based on ACA and ICE NDS requirements and standards and best practices or will be consistent with those requirements.
* Responsible for maintaining all training records and insuring contract and corporate compliance.
* Conduct a well-organized training program that maintains the currency of every employee’s training requirements and certifications.
* Ensure that every employee’s training meets ACA and NDS standards.
* Document all training clearly and effectively in individual employee files.
* Update the training plan and submit it to the COTR no less than quarterly
Submit training schedules to the PM and COTR in advance.
* Ensure employees’ proficiency testing results and compliance with spot checks, feed back and inspections.
* Ensure that employees’ who lack the required training to perform services under the contract are removed until qualifications are current.
* Responsible for the up-keep, maintenance and cleanliness of the training center.
Development and Design
* Develop, design, assess and implement all training and testing of Doyon-Akal JV employees at the detention facility.
* Knowledge of principles and methods for curriculum and training development and techniques for providing professional instruction for individuals and groups.
* Ability to read and interpret the federal and contract requirements and then develop lesson plans and training curriculums.
* Develop a training forecast and plan that includes proficiency testing, course descriptions, detailed lesson plans on the subject matter and method of presentation, course objectives, student evaluation procedures and the location and duration of training.
* Generate training materials and handouts for students.
* Perform other duties as assigned.
Training Delivery
* Deliver technical, interactive, hands-on, classroom instruction and practical exercises designed to ensure compliance with Performance Work Statement requirements.
* Conduct basic training and on the job training for all new employees in accordance with the requirements of the contract.
* Instruct First Aid and CPR.
* Conduct refresher training to all employees as required.
* Deliver Advanced, supervisory and specialized training.
* Conduct defensive tactics, baton and restraints training and testing.
* Supervise firearms training and qualifications.
* Plan, develop and provide in-service, roll-call and refresher training.
Evaluation of Training Effectiveness
* Evaluate the effectiveness of the training and ensure that learning objectives are achieved.
* Administer written examinations, after each classroom-training course is completed.
* Maintain and track training requirements and compliance according to the Performance Work Statement.
* Conduct training needs assessments to evaluate areas of concern not met in current training lesson plans in consultation with Quality Assurance Manager and Deputy Project Manager.
* Maintains all training records and enters training data into WinTeam database for tracking and compliance purposes.
KNOWLEDGE, SKILLS & ABILITIES
* Demonstrate skills for training design, curriculum development and implementing training in a correctional facility environment.
* Knowledgeable of American Correctional Association (ACA) and ICE National Detention Standards (NDS) and requirements.
* Current membership in the American Corrections Association will need to be obtained when hired.
* Ability to greet and deal tactfully with the general public.
* Capability of following and understanding written and verbal orders, policies and regulations.
* Incumbent shall be literate and able to interpret printed rules and regulations, detailed written orders, training instructions and materials, and be able to compose written and oral reports.
* Incumbent must exercise good judgment, courage, alertness, an even temperament, and render satisfactory performance through his/her responsibilities.
* Ability to maintain poise and self control during situations that involve mental stress, such as fires, explosions, disturbances and building evacuations.
* Maintain a professional personal appearance and calm demeanor.

* Possess a high degree of integrity, accountability and adhere to the American Correctional Association and DHS ICE standards
* Demonstrate an ability to work with a diverse population of people, including people of different cultures, with different values and lifestyles; with a cross cultural perspective.
* Competency in Project Management and planning.
* Proficiency with Microsoft Office, including Power Point, Outlook, Word, Excel and Access.
* Ability to learn and demonstrate proficiency with WinTeam.
Demonstrate an ability to work with a diverse population of people, including people of different cultures, with different values and lifestyles; with a cross-cultural perspective.
* Ability to speak effectively to large groups and deliver presentations.
* Excellent written and verbal communication skills.
* Experience in coordinating and managing in-house training programs.
QUALIFICATIONS
* Possess a high school diploma or equivalent (GED)
* At least 21 years of age.
* Possess a valid state driver’s license.
* Have no criminal record.
* US citizen or a person lawfully admitted into the United States for permanent residence. Resided in the U.S. for the last five years and maintained physical residency in the continental United States.
* Documented training or teaching experience using applicable adult learning techniques.
* Certification of instructors may be established by documentation of past experience in teaching positions or by successful completion of a nationally recognized course of training for qualifying personnel as instructors.
* Incumbent must meet the State of Florida requirements to obtain the following required License for this position.

WORK ENVIRONMENT: The majority of the incumbent’s duties are performed in detention facility and classroom environments. The incumbent is required to work with a wide variety of people from different cultures, backgrounds and speaking various languages, while performing multiple functions.
PHYSICAL DEMANDS: The incumbent will perform the majority of his/her duties in an office/classroom environment. The incumbent will also be required to work in an indoor/outdoor detention center environment that may require long periods of standing and walking. The incumbent must maintain a degree of physical fitness to safely conduct physical methods of arrest and self defense courses, manage fire fighting and other equipment, lift heavy objects and respond quickly to changes in work demands, emerging situations and emergencies.
