Essential Functions of Position:
Manage FCA information to support renewal funding priorities. Maintain standards, protocols, training and audits to ensure there is a high level of FCA data integrity. Manage data reporting to meet the needs of FM, CPPM, Building Code, etc. Provide annual updates to the Board of Regents and regular updates to the Capital Oversight Group (COG).

Minimum Qualifications:
Bachelor\’s degree in business administration, engineering or closely related field and a minimum of 4 years of closely related experience. Advanced PC skills using MS Office, Excel, and database applications s required.

Knowledge, Skills and Abilities:
* Ability to lead system-wide improvement initiatives.

* Ability to analyze and understand data to recognize data trends and suggest improvements.
* Ability to communicate and participate at all levels within the University environment.
* Strong attention to detail.
* Competence in database administration and report writing.
* Competence in word processing, presentation, spreadsheet, and project scheduling software.
* Excellent oral and written communication skills.
* Ability to establish priorities and follow through with project deadlines.
* Ability to write RFP\’s, evaluates proposals, and negotiates vendor terms.
* Skill in administering contracts.
* Knowledge of building envelopes, and architecture including roofs, walls, doors and foundations.
* Knowledge of large scale building systems including electrical, plumbing, HVAC, building automation systems, fire alarms and machinery.
* Knowledge of facilities operations, principals and practices.
* Knowledge of capital planning and decision-making processes within the University
* Knowledge of University capital funding sources and strategies.
Duties/Responsibilities Description of Position:
This position is responsible for managing the Facilities Condition Assessment (FCA) program which monitors and evaluates over $2 billion of capital renewal needs, building deficiencies, building system configuration and other information on campus facilities. Develop and lead improvement of the process for utilizing FCA data in the University\’s annual capital planning process. Administer the FCA system to ensure system data accuracy, availability, and information reporting capability. Manage the assessment and data input process. Coordinate with key stakeholders to ensure the FCA program functions as an enterprise system for facility renewal and improvement needs. This position reports to the Assistant Director of Process Development for Facilities Management.

Responsibilities:
50% Facility Condition Program Management
* Provide leadership in developing and improving processes to utilize FCA data to inform capital planning including the development of the biannual HEAPR capital request ($100M) and the annual Repair and Replacement (R&R) capital budget ($8M).
* Analyze FCA data to determine renewal funding priorities including assessment of cost/benefit analysis, life-cycle planning, program compliance and risk analysis.
* Identify opportunities for leveraging renewal projects through partnerships with multiple units/funding sources or through bundling of projects to achieve efficiencies of scale/scope.
* Ensure system data accuracy by developing and utilizing processes for input, validation, and updating of system information.
* Provide training and mentoring to key FCA users including FM project coordinators, CPPM project managers, and key contacts in university departments.
* Identify areas for process and system improvement that further integrates facility condition data with other university systems and programs.

20% Reporting
* Create and distribute ad-hoc and canned information reports and presentations to FM and University leadership, academic customers, coordinate campuses and internal support departments to support operational and capital renewal funding decisions.
