Description of Work Serve as NFS Program Leader, providing strong leadership in forest inventory, forest products marketing and utilization, and properties management.
Supervise NFS staff related to inventory, GIS, forest products marketing & utilization, and properties management. Assist other Program leaders in management of additional seasonal special project inventory staff.
Actively seek external funding for program/project implementation.
Inventory – In consultation and coordination with the NFS state forester and other NFS Program Leaders, and in alignment with the NFS and IANR Strategic Plans, identify rural and urban tree and forest inventory priorities, and design, implement and manage all inventory programs and methodologies that address these priorities.
Work closely and collaborate with USFS Forest Inventory and Assessment (FIA), NRCS-NRI, USDA FSA, local NRDs, the Nebraska Department of Natural Resources and other agencies and organizations involved in inventory and remote sensing programs
Work closely with NFS GIS Specialist to ensure inventory data can be used in geospatial applications as appropriate.
Be proficient in using various analytical tools to analyze FIA and other inventory data.
Market Development – Design and implement a comprehensive program that tracks and characterizes existing forest product industries in Nebraska, and investigates traditional and emerging forest product markets and utilization opportunities, particularly woody biomass.
Work closely with federal and state economic development and other agencies to develop and expand forest product markets
Develop a comprehensive program to raise awareness of the benefits of woody biomass energy among potential users. Proactively assist institutions, businesses, and organizations in converting to woody biomass as a primary energy source. Encourage and assist new biomass industrial producers, e.g. wood pellet mill development.
Manage, allocate, and track biomass economic feasibility study grants awarded to other organizations.
Work closely with GIS specialist to geospatially link biomass availability with potential biomass users.
Keep abreast of and advise the NFS on the status, development, analysis and future of carbon and other ecosystem benefit markets and subsidy programs, and how the NFS should be positioned to best capitalize on these markets.
Conduct periodic primary and secondary wood product processors surveys and facilitate data analysis and reporting, in collaboration with the USFS and the NFS Communications and Outreach team.
Properties – Oversee the management and planning for all properties that are the responsibility of the Nebraska Forest Service. Make recommendations for the management, site planning, maintenance and future use of all properties. Supervise NFS Properties Manager.
Oversee the implementation of the USFS Forest Legacy Program, working with an array of partners to identify parcels for acquisition, prepare proposals to the US Forest Service and other funders for financial support, and implement property transfers and subsequent management as appropriate.
Work with IANR administration in the acquisition of additional forested properties under the management of the NFS.
Minimum Qualifications BS in Forestry or a closely related field from a SAF accredited professional degree program, plus three years experience in inventory and marketing programming.
Preferred Qualifications Master’s in Forestry, Inventory, Marketing or related field is preferred. Proficiency in using analytical tools for analyzing the inventory data preferred.
