This position is located in the Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), VISN 6 Headquarters, Durham, NC. The incumbent will serve as the Executive Assistant to the Compensation and Pension (C&P) Care Line in the VA Mid-Atlantic Healthcare Network (VISN 6). This position is responsible for developing, planning, coordinating and implementing all administrative services for the Network C&P Care Line. This includes, but is not limited to, budget administration, workload and program data analysis, C&P/DES Program cost analysis, preparation of correspondence and reports, educating staff, and a complete understanding of the overall goals and objectives of the VA, the C&P/DES Programs, VISN 6, the Network C&P Care Line and its manager. The incumbent will provide healthcare management analysis, financial management, administrative support and program analysis. The incumbent will also provide full and complete support to the C&P Care Line Director and serve as an advisor on all matters related to the administrative operations of the care line.
This position will require performing administrative work in one or more of the following areas: personnel management/administration, budgeting and financial management, research and management analysis, and procurement and contracting. The incumbent will act as a liaison with human resources concerning personnel-related matters; review and recommend projected staffing needs, evaluate and/or write position descriptions and Functional Statements; develop job analyses, crediting plans, KSAO’s and job announcements; prepare performance plans and appraisals; process training requests, and draft disciplinary and adverse actions. Provide quarterly workload reports to Care Line Director and managers which assists in providing performance reviews and staff justification; interpret VA, Network and C&P/DES administrative policies; develop or implement local policies; define administrative requirements, and/or provide advice to C&P Director and managers on related issues. Develop the systems to control records on all incoming correspondence and action documents for follow-up to assure timely action or reply; and for filing to enable easy retrieval of all documents and correspondence coming to the office; perform work related to the resolution of user hardware, software application, and/or system problems; assist in the development and modification of automation projects; provide basic computer training on data processing procedures and practices used in the C&P Care Line; maintain manuals, reference books, and/or software instructions associated with the programs and systems used in the organization; prepare Standard Operating Procedures (SOPs) and software instructions for system users; identify and determine training priorities, conduct and administer training programs, and develop and improve training guidance. Develop short and long range program goals and plans for the organization and align as needed to complement the goals and plans for VA, VHA, and the VISN; provide technical and administrative advice and assistance on C&P/DES problems to the C&P Care Line Director, VISN and facility staffs, patients and stakeholders. Review information and apply standard analytical techniques; develop recommendations and proposals; conduct patient surveys; and prepare statistical reports. Make data-driven recommendations to the facility leadership and VISN C&P Care Line Director; provide budget and data analyses to assist in the financial management of the Care Line; this includes budget formulation, justification, execution, and financial reporting. Manage procurement and contracting for the C&P Care Line to include preparing procurement requests, evaluating proposals for work, and/or maintaining procurement and contracting records; prepare and review purchase orders for supplies and non-expendable property to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the office. The incumbent also serves as the Contracting Officer Technical Representative (COTR) for VISN established contracts.
