Assists and supports the City Clerk with any issues concerning all administration of voter data and details of various election functions and procedures for conducting city elections. Performs complex administrative support, customer service, public contact, and research duties to support the operations of the City Clerk Division of the City Manager’s Office. Performs the duties of City Clerk in his/her absence.
Primary Duties and Responsibilities:
Coordinates, administers and conducts municipal elections, campaign filings and petitions; ensures compliance with all federal, state and local laws and charter; coordinates and directs the publication of election notices; coordinates elections and voter registration with counties; performs election research, conducts studies, and prepares recommendations and reports regarding election procedures for division administrative operations; updates election procedures as well as materials and forms for each election; prepares Candidate’s Manual for distribution to City Council candidates; educates City Council candidates on the election process; responsible for all support functions associated with the City’s Election Commission; responds to inquiries and interprets policies and procedures for the City Clerk’s office to staff and the public; coordinates the recruitment, selection and approval of all volunteers for the city council boards and commissions; provides oversight for day-to-day operations of the City Clerk’s Office, including but not limited to assistance to staff and citizens with information on council meetings, elections, etc.; serves as subject matter expert for e-agenda systems; performs duties of City Clerk in his/her absence; prepares and monitors City Clerk’s Office budget; coordinates special projects and programs; attends Council meetings as required and provide support for preparation of City Council agenda; attends and participates in meetings; oversees an accurate recording of the proceedings and preparation of the minutes for public record; supervises assigned staff; participates in the development and implementation of goals, objectives, policies and priorities of the City Clerk’s Office; makes recommendations regarding selection, hiring, training, evaluating, and disciplining of assigned staff; notarizes documents as needed; and performs additional duties as assigned.
Minimum Qualifications:
Education: Bachelor’s Degree in business or public administration, or directly related field.
Experience: At least 5 years supervisory and/or administrative experience within a city clerk’s office or government agency with emphasis in elections. An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.
Knowledge: Knowledge of Colorado state statutes, regulations, procedures and forms applicable to municipal elections, knowledge of the principles, practices and methods of local government operations and public administration; business English, spelling, legal terminology, personal computers, and related software including word processing, database, and spreadsheet applications; standard office practices and procedures; and records management.
Abilities: Ability to establish and maintain effective working relationships with employees and citizens; communicate effectively verbally and in writing; handle sensitive situations with tact and diplomacy; handle confidential matters and information; work with all levels of the organization including City Council and members of the Election Commission; prepare and complete special reports or projects; maintain accurate records; understand records management; understand, interpret, and apply department or division policies and procedures; and oversee the work of others.
Skills: Strong interpersonal and leadership skills; skill in the use of computers including spreadsheet design, database programming, and word processing software applications.

LICENSES, CERTIFICATES OR EQUIPMENT REQUIRED: Certified as a Notary desired; certification as a Certified Municipal Clerk desired. Colorado driver’s licenses with a good driving record. This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.

Working Conditions:
Physical Demands: Primarily sedentary physical work requiring the ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking, and standing; frequent hand/eye coordination to operate computer and office equipment; vision to read and interpret reports, computer data, and other written material; frequent speech communication and hearing to maintain communication with employees and citizens.
Work Environment: Works primarily in clean, comfortable environment.
Equipment Used: Computer and standard office equipment.
