DCIPS TRANSITION INFORMATION:

The Air Force Defense Civilian Intelligence Personnel System (DCIPS) community will transition from the IA pay band structure to a DCIPS GG grade structure, on or about 12 March 2012. The GG pay structure is similar to the GS pay structure.  Salary will no longer be set in a broad pay band salary range but will instead align to a specific GG grade and step. Candidates hired prior to the transition date will be assigned to the IA pay band with salary set to a GS equivalent grade and step.  Candidates hired after the transition date will be placed in the appropriate GG grade and step.

This is an Occupational Band 03 job in the Defense Civilian Intelligence Personnel System.  Band 03 duties for the professional work category are at the level, and are equivalent to those at the GS/GG 11 thru 13.   The selectee’s salary will be set within the band equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job.

MAJOR DUTIES: IT SPECIALIST (INET)

  • Serves as an Information Technology (IT) Specialist responsible for the technical design, development, testing, implementation, documentation, modification, management and/or support of existing or new development of internet, intranet, and/or extranet activities, including systems/applications development and technical administration of web sites
  • Integrates all mission products and services into a web environment for organizational or community partner portals
  • Documents all unit products services and implements a priority schema and strategy for net-centric operations and processes; constructs, develops and coordinates timeline implementation
  • Works highly complex and difficult assignments, requiring expert application of technical knowledge of internet systems, services and technologies
  • Determines overall technical design and structure of internet/intranet product/services; monitors functionality, security and integrity of inter/intranet services; troubleshoots and resolves technical problems with the design and delivery internet/intranet products/services; collects and analyzes internet services usage and performance statistics; evaluating new web services and technologies

ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

QUALIFICATION REQUIREMENTS

BASIC QUALIFICATION REQUIREMENTS: I have successfully completed an (Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree) at an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: Transcripts are required.

OR

I have paid or unpaid IT related experience and/or completion of specific, intensive training (i.e. IT certification) that furnishes me with a thorough knowledge and ability to demonstrate each of the four competencies (1) attention to detail, (2) customer service, (3) oral communications, and (4) problem solving.

MINIMUM QUALIFICATIONS:

I have a minimum of one year of specialized experience at the IA-02 pay band or equivalent grade under the General Schedule (GS) or other pay systems. Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate your ability to apply the knowledge, skills, and abilities (KSA’S) to successfully perform the duties of the position being filled. Examples of creditable specialized experience include: Knowledge that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the Communication and Information field or through the performance of work where the primary concern is Communication and Information. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. Examples of creditable experience may include: Mastery knowledge of internet systems, services and technologies across a wide range of highly complex and difficult assignments. Expert technical knowledge of design and structure of internet/intranet products and services; monitoring functionality, security and integrity of internet/intranet services, troubleshooting and resolving technical problems.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a broad range of web analysis concepts, techniques, and principles sufficient to evaluate business practices and processes; evaluates the feasibility of systems development projects and develop functional requirements and specifications.

2. In-depth knowledge of DoD, AF, community partners, and organization regulations, procedures, guidelines, and processes pertaining to web services, products and capabilities.

3. In-depth knowledge of web-based technical concepts and diverse web development tools to apply emerging web graphics technique, file format standards, and database concepts that drive performance enhancement and innovation.

4. In-depth knowledge of ColdFusion, XML, HTML, XHTML, ASP, JSP, PHP, JavaScript, web server operating systems, web page publishing, content management tools, design programs and other programs and technologies used in web development and management.

5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of problems and to analyze and evaluate web systems and applications from an operational perspective.

6. Ability to maintain awareness of technological advances in web development and management to meet future requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1. Position is identified as critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET security clearance with Sensitive Compartmented Information.  A non-disclosure agreement must be signed.  Incumbent will be subject to periodic polygraph testing.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.  Employee must pass initial and periodic short-notice drug testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety.

3. The employee may be required to travel in military and/or commercial aircraft to performance of temporary duty assignments.

4. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.  Per DoD 8570.01-M, incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties, a waiver of this 6-month requirement may be granted. Failure to receive the proper IA certification may result in the removal from this position.
