KEY REQUIREMENTS
DUTIES:
DCIPS TRANSITION INFORMATION:
The Air Force Defense Civilian Intelligence Personnel System (DCIPS) community will transition from the IA pay band structure to a DCIPS GG grade structure, on or about 12 March 2012. The GG pay structure is similar to the GS pay structure. Salary will no longer be set in a broad pay band salary range but will instead align to a specific GG grade and step. Candidates hired prior to the transition date will be assigned to the IA pay band with salary set to a GS equivalent grade and step. Candidates hired after the transition date will be placed in the appropriate GG grade and step.
This is an Occupational Band 03 job in the Defense Civilian Intelligence Personnel System. Band 03 duties for the professional work category are at the level, and are equivalent to those at the GS/GG 11 thru 13. The selectee’s salary will be set within the band equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job.

MAJOR DUTIES: IT SPECIALIST (Network)
- The purpose of this position is to provide Enterprise UNIX Systems Administration, technical advice, guidance and future planning for the center’s enterprise mission systems supporting treaty monitoring activities
- Perform duties as an Enterprise UNIX Solaris Systems Administrator with tasks ranging from evaluating effectiveness, analyzing design, developing structures and advising senior leaders on complex technical requirements to meet center’s future systems needs
- Ensure Air Force Intelligence, Surveillance and Reconnaissance and associated guidance are followed
- Provide expert systems engineering for over 200 mission servers supporting customers worldwide
- Provide technical expertise assessment of Information Technology Systems for the procurement, installation, modification, optimization and standardization of existing or future requirements for hardware and software
ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

QUALIFICATION REQUIREMENTS:
BASIC QUALIFICATION REQUIREMENTS: I have successfully completed an (Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree) at an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: Transcripts are required.
OR
I have paid or unpaid IT related experience and/or completion of specific, intensive training (i.e. IT certification) that furnishes me with a thorough knowledge and ability to demonstrate each of the four competencies (1) attention to detail, (2) customer service, (3) oral communications, and (4) problem solving.

MINIMUM QUALIFICATIONS:
I have a minimum of one year of specialized experience at the IA-02 pay band or equivalent grade under the General Schedule (GS) or other pay systems. Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate your ability to apply the knowledge, skills, and abilities (KSA’S) to successfully perform the duties of the position being filled. Examples of creditable specialized experience include: Knowledge that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the Communication and Information field or through the performance of work where the primary concern is Communication and Information. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. Examples of creditable experience may include: Mastery knowledge of SUN Solaris operating systems, including a demonstrated proficiency and expert knowledge of computer hardware, software and related subject matter to resolve problems, develop new approaches and obtain trust and confidence from other engineers, managers and customers.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skills necessary to provide and exercise expert technical guidance in system administration tasks and requires consideration of undefined issues or elements and determination of the nature and scope of problems affecting the organization.
2. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
3. Demonstrated proficiency in administration, setup, installation, configuration and maintenance of Solaris-based client workstations and servers to include trusted Solaris operating systems.
4. Demonstrated proficiency in administration, installation, and maintenance of Net Appliance and Legato backup solutions and equipment; UNIX hardware; management of network user accounts; Sendmail services, Network File System, Net Information Systems and NIS+, UNIX/Solaris file, IP Addressing Schemes, scripting (Korn shell, Bourne shell, C, and PERL): and Domain Names Services
5. Skill in using software applications from basic Office Suite and ability to analyze and interpret new/unique software and applications to assess viability in technical solution desired.
6. Ability to perform assignments that require a mastery of Solaris operating systems, including a demonstrated proficiency and expert knowledge of computer hardware, software and related subject matter to resolve problems, develop new approaches and obtain trust and confidence from other engineers, managers and customers.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Employee must pass initial and periodic short-notice drug testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety.
2. Position is identified as critical-sensitive and incumbent requires a TOP SECRET clearance with SCI access. Incumbent will be subject to random drug screens and periodic polygraph testing.
3. Travel may be required by regularly scheduled commercial or military aircraft in performance of temporary duty assignments.
4. Work is typically performed in a climate controlled, adequately lighted office. Incumbent should be able to walk up and down six flights of stairs. This position may require working in remote, rural, or unimproved work areas worldwide in order to carry out responsibilities and work a 24×7 on-call schedule periodically. Emergencies affecting mission-critical databases or systems require immediate response (on-call status) 24×7.
5. Knowledge of security procedures to maintain control of classified material.
6. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties, a waiver of this 6-month requirement may be granted. Failure to receive the proper IA certification may result in the removal from this position.
