KEY REQUIREMENTS
DUTIES:
The incumbent to this position works under the direct supervision of the Park Facility Manager at Crater Lake National Park (CRLA). This is a permanent subject-to-non-pay position located in the facility management division. The primary purpose of this position is to provide overall planning, direction and supervision for park-wide trails maintenance program within CRLA. These duties provide stewardship of trail assets/facilities ensuring visitor use and enjoyment as well as the protection of natural/cultural resources.
The incumbent:
*Directs all CRLA trails maintenance operations; concerned with all base funded and project funded projects for front and back country trails, formulation of work programs, appropriate expenditure of funds, and effective budget tracking.
*Designs, plans, and provides cost estimates for new trail construction.
*Prepares cost estimates and provides plans for supplemental funding sources (such as cyclic, storm damage, repair/rehabilitation, grants, cultural cyclic, emergency stabilization.
*Uses a comprehensive knowledge of supervision techniques. Plans work schedules and sequence of operations for subordinates, establishes work deadlines and priorities on the basis of general work schedules, methods, and policies. Determines how many assignments can be done concurrently or which may be delayed; the number and type of employees needed, considering skills and personnel available to do the work safely and effectively; and the availability of materials and equipment required.
*Uses a thorough knowledge of trail maintenance, historic structure rehabilitation, erosion control techniques, accessibility requirements, trail construction techniques, and principles of cyclical and preventive maintenance.
*Plans, prepares programs and tracks expenditures for the CRLA trails maintenance annual budget.
*Prepares and schedules annual trail maintenance operating program- annual budget responsibility ranges from $65,000 to $500,000.
*Orders supplies and insures materials and equipment are available when needed.
*Provides reports of facilities status and makes recommendations on trail features requiring repair or rehabilitation.
*Supervise the park-wide trails maintenance program for CRLA to include daily planning of labor, materials, and equipment. Daily scheduling must consider minimum interruptions to the visiting public by maintaining adequate use and availability of trails and features. Supervises the construction, maintenance, and rehabilitation of erosion control structures; repair of rehabilitation of historic bridges and structures. Interprets wilderness standards and defines the quality and quantify of work to be performed.
*Frequent contacts are made with the visiting public and members of the community. This position requires regular and recurring public contact, occupant of this position is authorized to wear the National Park Service field uniform on a full-time basis.
*Coordinates maintenance operations with other personnel within CRLA; to expedite and assist in the procurement of materials and equipment; to assist in hiring of personnel; to coordinate the repairs and replacement of GSA vehicles; to negotiate for equipment and operators for day labor projects; and to provide and receive advice on construction and maintenance problems.
* Documents trail needs and other information to prepare maintenance and construction contracts or agreements; drafts such contracts or agreements including preparing estimates. Responsible for provision of technically qualified Agreements Technical Representative (ATR) for agreements administration.
* Maintains up-to-date inventory of all workload factors associated with CRLA trail system.
*Analyzes records and reports to determine labor cost efficiency and provide date for future planning.
*Actively participates in and supports the implementation of FMSS and Facility Condition Assessment System (FCAS).
*Assures that environmental concerns are considered through submission of compliance review documents in the Planning, Environment, and Public Comment (PEPC) computer program and prepare as required any additional compliance review documents such as Environmental Assessments (EA).
*Assures subordinate workers effectively carry out policies and management objectives such as labor/management relations, safety policies, and Equal Employment Opportunity.
*Schedules leave, prepares personnel actions and is responsible for discipline of subordinate workers.
*Maintains records of work accomplished, provides reports and planning requirements through FMSS. Maintains fiscal planning and tracking of trails maintenance projects assigned through computerized AFS.
Supervision- Incumbent is under direct supervision of the Facility Manager (Chief of Maintenance) and is required to perform routine assignments independently without specific instructions. Assigns work in accordance with approved work plans, and approved maintenance or work project requests to the personnel they supervised. Solves problems related to the work supervised and deal effectively with employees and representatives on employee suggestions, complaints, grievances, and other matters.
The incumbent can supervise a crew of temporary seasonal employees which may include:
Trail Maintenance Work Leader, WL-5201-05, Trail Maintenance Workers, WG-4749-5, Trail Laborers (MVO, WG-3502-04, Maintenance Mechanic (Stone Mason) WG-4749-09, Youth Conservation Corps (YCC) Enrollees, and Volunteers.
Incumbent supervises and provides oversight to 1-6 nonprofit Youth organization crews such as Northwest Youth Corps, AmeriCorps, Job corps and Student Conservation Associations through the trail season. Incumbent supervises, is responsible for, and checks quality and quantity of final work accomplishments in all trails maintenance, construction and rehab/repair work. Supervises and ensures proper operation, training and use of tools and equipment such as: rock drills, cross-cut saws, chainsaws, generators and othe hand tools.
* Safety- initiates efforts conforming to established local and Bureau safety programs to satisfy requirements for job safety and health of employees supervised. This includes the indentification and correction of job safety and health hazards, instructing employees on safety requirements for job assignments, reviewing and reporting loss incidents in accordance with NPS regulations. Initiating corrective measures for violations of the Occupational Safety and Health Act standards, and actively participates in the periodic inspection of all work places and trail equipment/tools.

Supervises work that encompasses the maintenance, repair/rehab of approximately 120 miles of trails, 5 backcountry camps, and multiple historic rock walls.
Non-Supervisory duties Incumbent occasionally performs maintenance, repairs, construction of physical trail assests and features located with the CRLA trail system. This trail maintenance work consists of clearing trees; replacing or maintaining tread; maintain or constructing erosion controls; repair and construction of rock or wood retaining walls; and vegetation control. Additional trail duties include constructing and maintaining foot bridges; repair and replacement of trail signs; campsite maintenance, and construction and maintenance hitch rails as required. Operation and maintenance of equipment and vehicles such as light duty vehicles (GVW of up to 10,000 lbs.), four wheel drive tractor, power material carriers, cross-cut saws, chainsaws, rock drills, rock saws, generators, pulaskises, rakes and shovels.
QUALIFICATIONS REQUIRED:

Area Information: Crater Lake National Park consists of 183,000 acres at elevations of 4500 to 9000 feet in the Cascade Range of southern Oregon. The centerpiece of the park is Crater Lake, which was formed when ancestral Mt. Mazama collapsed following and eruption over 7000 years ago. The lake is renowned for its depth, clarity and deep blue color. The rest of the park consists of several coniferous forest types, barren pumice areas, sub alpine meadows, rocky ridges and peaks, and numerous perennial streams. The park has long, snowy winters (over 500 inches of snowfall each winter) and is well known for the depth and scenic beauty of the winter snow pack. Summer and fall in the park are brief but spectacular, and feature temperate conditions and generally fair weather, with occasional thunderstorms. Groceries and basic amenities are available in local communities of Chiloquin and Prospect. All amenities are available in the large towns of Klamath Falls and Medford. Opportunities to hike, ski, fish, camp, mountain bike, etc. are readily available.
CONDITIONS OF EMPLOYMENT:

Type of Appointment: This is a permanent, full-time position that is subject to non-pay status each year (up to 13 pay period of non-pay status), and this position is subject to career conditional status.

Drivers’ License: You will be required to operate a government (or private) motor vehicle as part of your official duties. Pay: Actual salary for the individual selected for this position will be set in accordance with applicable regulations. Physical Demands/Work Environment: Work is often conducted in a sedentary office setting. Although, the field work requires travel to various parts of the park with strenuous hikes from 1 to 20 miles to job sites often on a daily basis throughout summer months. Work requires occasional overnight stays. A variety of work conditions include inclement weather (rain, snow, wind and extreme warm and cold temperatures), working at various heights, lifting, bending, and stooping. Work site elevations ranges from 4,400 to 9,000 feet above sea level in dense and rugged terrain.
Government Housing may be available to rent on a bid basis, when position is offered supervisor will have incumbent contact the Housing Officer in the park for any government housing available to rent.
