Job Description:
ICF’s Defense/Intelligence Group is seeking a Financial Consultant to support the Defense Logistics Agency. The Financial Consultant will work on-site at the DLA and will advise DLA analytical support and procedure/process development for generation of cost estimates, risk assessments, sensitivity analysis, and inputs for pilot program Product Support Business Case Analysis (BCA).

Qualifications

Key Responsibilities:
  • Provide support in generation of purpose, scope, objectives, desired outcomes, ground rules and assumptions, and alternatives for evaluation in the BCAs
  • Organize and integrate requirements from MIL SVC program offices and users of the system
  • Recommend and execute a data support strategy for use in the BCAs, including data collection, data control and management.
  • Evaluate various quantitative and qualitative analytical methods and tools and provide recommendations for those that are appropriate for use in the BCAs
  • Perform cost and financial analysis for the two pilot program BCAs
  • Conduct sensitivity analysis to assess the how key factors and assumptions influence costs and benefits in the BCAs
  • Provide support to DLA in establishing repeatable processes and procedures for creating Product Support BCAs that are used for decision making by DLA program managers and for creating inputs
  • Identify the resources, staff, tools, and training that would support DLA in achieving its objectives to improve DLA contributions to MIL SVC led BCAs
  • Generate risk assessments and mitigation plans
  • Support BCAs that are executed by MIL SVC program offices.  Provide recommendations to the COTR for establishing a receiving point for customer requests
  • Support BCA assistance, organization structures, data generation and management, information systems interfaces/uses
Basic Qualifications:
  • Business degree with 6 years of experience working in government related financial management
  • Knowledge of government policies affecting contracts, budgeting and financial accountability
  • 3 years independent financial management or consulting experience
  • Previous experience in accounting, consulting, government finance, and government Planning, Programming, Budgeting, and Execution process
  • Understanding of staffing procedures and ability to facilitate and support collaborative team efforts
  • Excellent analytic/communication skills and experience presenting to senior leaders
  • Knowledge and experience in quantitative and qualitative analytical methods necessary for the accomplishment of cost estimation, risk assessment and sensitivity analysis
  • Capable of obtaining a Government  Clearance
Preferred Skills / Experience:
  • MBA or Advanced degree in finance, accounting, math or statistics
  • Certified in CPA
  • Certified in CGFM
