Description
Northrop Grumann Technical Services in Al Udeid, Qatar is looking for a Program Manager who will provide the Air Force Contract Augmentation (AFCAP) Program Manager and CMO, Al Udeid, resource advocacy, financial tracking support for a range of construction/service requirements within the Gulf Region, Iraq and Afghanistan. Will prepare and coordinate Statements of Work, Performance Work Statements, Independent Government Estimates, manage, track and assist in budgeting for AFCAP tasks. Provide reports of contractor performance, serve as technical advisor, present project and financial status of tasks, participate in staff meetings and planning sessions as required.
Qualifications
Basic Qualifications:
A Bachelor’s degree in engineering, architecture or physical sciences substantially relevant to facility and infrastructure type projects and/or support services, from an accredited institution within the 50 United States or territories Shall have experience (within the last 5 years) in the following areas:
1. Project Management of complex and highly technical, multi-million dollar efforts. It is more advantageous to the Government if the experience is at a Program Management level versus a Project Management level and this experience was with a multi-faceted, highly complex, multi-billion dollar program.
2. Technical Writing and Evaluation of complex and highly technical proposals
3. Versed in Fiscal Law (Congressional Appropriations and Authorizations), sometimes referred to as “color of money” and applies to the planning / programming of appropriated funded maintenance, repair and construction projects as well as use of operational funds, medical, housing, investment funds (equipment and infrastructure/facilities), special Congressional appropriations and supplemental, obligations, commitments and outlays.
4. Experience in preparation of turnkey, design-build, design-build-operate and traditional construction contract task order packages, and requests for proposals
5. Federal Acquisition Regulation, DoD Regulations, Directives and Instructions, and Manuals, Joint Publications, Air Force Instructions, Pamphlets and Handbooks.
6. Cost Estimating Methodology and development.
7. Financial Funding Documents: AF Form 616, “Fund Cite Authorization (FCA)”, DD Form 448, “Military Interdepartmental Purchase Request (MIPR),” Operating Budget Authority/Accounting Document (OBAD)
8. Microsoft Office Suite Applications
9. Current AF approved version of AutoCAD
10. Adobe Acrobat (full version)
11. VPN connection software
12. Medical screening for entry into the Southwest Asis Theater of Operations.
13. Must have a current Secret clearance.
Preferred Qualifications:
Prior military or working experience in Southwest Asia; knowledge of congressional appropriations and PM processes; knowledge of DoD/Service/USCENTCOM organizations; prior program management experience.
